Twenty years ago UN member states committed to eradicating global drug use by 2019. But 11 days ago, that target was dumped - in the face of growing numbers of stronger narcotics.
Latest figures show, 43.7 fatal overdoses per million of the population in England and Wales - the highest number in Europe.
Some are now looking to Portugal where drug deaths have been reduced to 3.86 per million since drugs were decriminalised in 2001
